If a cell phone number is temporarily disconnected can the person still receive text messages?

Sorry if this seems like a dumb question but you never know how different cell phone companies systems' are programmed. Also, does, "Temporarily Disconnected" mean that they number has been suspended for payment issues or is this a generic message regardless of how the number is disconnected, even if the person has cancelled service or changed their number? Thanks.

Since the phone is temporarily disconnected, the person will not receive your text message(s). When the person makes the payment, then they can get text messages.

no you cant because the phone company

temporarily turned off ur phone

and it will say that to the texters
