How can I keep my phone number no matter what type of service I switch to?

Who keeps track of who's using what phone number? Is there some international database or something? And if so, shouldn't I be able to buy or keep a number through them directly instead of having to go through a provider?

I currently have callvantage VOIP and would like to switch to a softphone service. Is there a way for me to keep my phone number when I close my account with callvantage?
